Answer
Can a Wi-Fi smart plug restart Starlink after the internet has failed?
Not reliably if the plug depends on the same failed Starlink connection to receive its command. It may work while internet access is healthy but become unreachable when you most need it.
An independent management connection or a tested local recovery function can change that, depending on the plug. Check the exact device's behaviour rather than assuming its cloud app will remain available.
There is another trap: once the plug switches Starlink off, it may lose the path needed for a separate switch-on command. Any timed restart must execute locally and restore power without another internet instruction.
Test that behaviour while someone is on site, including what happens after a mains failure. Use compatible, appropriately rated equipment and keep manual recovery possible. A smart plug can help restart equipment; it cannot fix account problems, obstructions or a damaged cable.
