Answer
Does Starlink provide a static IP address?
Do not treat a public IP option as a promise of a permanently fixed address. Starlink documents different addressing policies and explains that addresses can change; the default IPv4 service uses CGNAT.
Start by asking why you need a static address. A workplace that permits access only from named IP addresses has a different requirement from a home camera using a cloud app. Give that requirement to Starlink and the service or IT provider before changing plans.
Our practical recommendation is to agree how address changes will be handled. An approved VPN gateway may suit a workplace allowlist, while a supported remote-access service may suit a home device. These are design choices, not features automatically supplied with every kit.
Do not publish your current address or weaken firewall rules to troubleshoot. Test the final arrangement from outside the home network and keep a recovery route if access changes.
